Also, I have delayed the update to nearby locations because I have customizations in the templates and it seems like the directory structure has changed. Perhaps there is some additional precautions I must take so that my customizations are not lost.

It seems to be working now with GoDaddy Managed WordPress with GoDaddy Server/Hardware Cache which provides no option to selectively disable cache at the server/hardware level or with third-party caching plug-in, by sessions, cookies or otherwise.
I added the following to the header.php of my child-theme in the header section:
<meta http-equiv=”Cache-Control” content=”no-cache, no-store, must-revalidate”>
<meta http-equiv=”Pragma” content=”no-cache”>
<meta http-equiv=”Expires” content=”0″>
Cleared all server and browser cache then deleted and re-created the sidebar widget.

I sent several emails and one that included access to my site. It is unfortunate that you didn’t receive them.
I use GoDaddy Managed WordPress and GoDaddy provides the caching. A call to them just now reveals that they do not allow users on managed sites to disable cache or exclude specific cookies or urls. I see there is the option in a caching plugin being used on a different site.
Besides switching providers or upgrading to a different type of hosting, would a solution be to detect the cookies from the cache from the hosting provider…seems like a stretch as they might not allow it…I’m thinking.

I should clairify that since the wordpress 4.7:
nearby locations displays random locations until location found or detected or changed in current location THEN THE NEARBY LOCATIONS WIDGET DISAPPEARS
1) IF GEOLOCATION IS DISABLED IN THE BROWSER, RANDOM LOCATIONS DISPLAYS
2) IF GEOLOCATION IS ENABLED IN THE BROWSER, NEARBY LOCATIONS DISAPPEARS
3) IF GEOLOCATION IS DISABLED IN THE BROWSER, AND LOCATION MANUALLY ENTERED IN CURRENT LOCATION WIDGET, NEARBY LOCATION WIDGETS DISAPPEARS WHILE CURRENT LOCATION REMAINS
